Lots of people come from outside Parliament (including Singh, who became NDP leader before he had a seat); it's not that unusual. What is unusual is stripping a loyalist of the pension he was 6 months away from getting, days after you've been defeated in your own riding. I'm sure Kurek is a piece of shit, don't get me wrong, but that's insanely cruel behaviour.
