I feel certain Davies wanted us to be unsettled. Other than the numbers involved (and the fact Jack wasn't also doing anything for himself, unlike the Cabinet members), the parallel between Jack's solution and that of sacrificing the "worst" 10% of your children to the 456 was pretty clear.
This sure as hell wasn't a feel-good summer special.
